MAGE CONSPIRACIES

Conspiracy Name: The Gardeners
Local Leader: Steven Inconnue (Visiting Grand Garderner), Leah Cromwell (Local Leader)
Purpose: To protect the world from the Elder Ones and other extraterrestrial/extradimensional threats.
Species Allowed: Magi, Werewolves (Rarely)
Ranks: Grand Gardener (9 across the globe, global leaders) -> Master Gardener (By city and/or region) -> Gardener (Full Member) -> Initiate (Probationary Member)
Initiation: A period of three years as an Initiate, then is taken to a place where Full Members expose the Initiate to one of the Bound (servants of the Elder Ones captured by the Gardeners) and forces the creature to expose its true form. If the Initiate does not go mad upon seeing the creature's form, they are granted full member status.
Summary: The Gardeners are those few magi who know of the true threat that the Elder Ones represent and they are willing to sacrifice everything to ensure these Eldritch entities remain trapped in their slumbering state. Lengthy rituals, decades of constant vigilance, and even open mockery from less believing friends and allies are the cost of ensuring that this tiny globe continues to exist for the Council and the Order to fight over.
It is worth noting that The Gardeners are the only secret society who does not care about a mage's allegiance in the Schism War. While the organization is primarily populated by members of the Council, but there is a small handful of Order members and even the rare Werewolf who have joined The Gardeners' cause. Because of this, the organization strictly forbids discussing external politics during rituals and gatherings, lest political divides disrupt their essential works.

Conspiracy Name: The A.R.E.S. Initiative
Local Leader: Nicholas Calderra
Purpose: To defend the Magi of the Council from the Order and other threats.
Species Allowed: Magi
Ranks: Director (global) -> Regional Officer (local) -> Field Officer -> Intelligence Agent (Desk Work) or Field Agent (Wet Work) -> Agent
Initiation: Attend a training Academy and pass its entrance exam to become an Agent, then climb the ranks.
Summary: Since the Schism War's beginning, there has been an endless call for mystic defenses and security to ensure the safety of the Council and its loyal members across the world. Many Council members are willing to come to the defense of their comrades, but some were more dedicated to the cause than others and focused on building an elite force of defenders. This group has gone by many names and many different organizations over the years, but in the mid-20th century it was felt that the Council's security force needed to be modernized.
That is where the Analysis and Reconnaissance of Enlightened Security Initiative (or the ARES Initiative) comes in. ARES exists for the sole purpose of ensuring the safety of the world and the mages who inhabit it. There are things that go bump in the night, whose very existence is a literal and immediate danger to humanity as a whole, above and beyond the threats of the Order. A.R.E.S. was created to deal with these threats, gathering intelligence and acting against these threats before they can threaten the Council. Espionage and surveillance are their stock and trade. A.R.E.S. uses spycraft to build a better world.

Conspiracy Name: The Portland Council
Local Leader: TBD
Purpose: To attend to the political and social needs of Portland Magi while following High Council edicts.
Species Allowed: Magi
Ranks: Councillor (per Society) -> Functionary -> Page -> Intern
Initiation: Sponsership from a Councillor or Functionary is the only requirement.
Summary: The local representatives of the High Council, the Portland Council is dedicated to representing both the needs of its citizens and the demands of the global High Council. Typically, this is simple enough. Enforce the laws of the higher ups and placate the worries of the locals. Unfortunately, this can cause tremendous difficulty if those two purposes contradict, as has happened with the refugee crisis since the quarantine of the Columbiana Valley. Since the arrival of hundreds of displaced Magi, the Council has struggled to keep the resentment of the locals and the desperation of the displaced from boiling over into open conflict. So far, peace has won out, but many worry if it the troubles were only postponed...

VAMPIRE CONSPIRACIES

Conspiracy Name: North Hollywood
Local Leader: John "Jimmy" Collins
Purpose: "Life fast, "die" young, and leave a good looking (living) corpse."
Species Allowed: Vampires of the Dracul Lineage, Mortal "thugs"
Ranks: President Jimmy -> VPs -> Captains -> Members -> "Licks" (initiates)
Initiation: Dracul initiation (if not a Vampire already) and then a "road haul" where the prospect is beaten and dragged behind a motorcycle for at least 4 blocks. If they survive, they're members for life.
Summary: Jimmy's gang (if not Jimmy himself) has been in Portland for a long time. The earliest records are somewhat sketchy, but seem to indicate that they started as a posse sometime around 1885. They languished in relative obscurity until the Prohibition Era when they became involved in the bootlegging and organized crime system. Joining the gang sometime in the 1950s, Jimmy quickly becoming one of the most feared gangster of Portland's Wyrdside (and a force even among mortal criminals). Under Jimmy the gang soon became his very own Nest.

For most of the next quarter decade, Jimmy and his brood grew slowly but remained a force in local Vampiric politics. Remodeled after the biker gangs of the period and modeling himself after such figures as Kerouac and James Dean, the rechristened North Hollywood Gang soon began to terrorize the local Vampires. This violence culminated in 1973 when Jimmy tied Sr. DeMarco (head of the then prominent Dracul Nest) out for the sun and forced his brood to join Jimmy's gang. A few years later, under pressure from the other Lineages and backed by the Accord, Jimmy and North Hollywood promised to stand down in exchange for recognition as the "primary" Dracul Nest in Portland. Since then, the harassment from North Hollywood has remained contained to Dracul territories, but many worry the political turmoil of today's Wyrd Portland may lead Jimmy to come out of "retirement."

Conspiracy Name: Sundown Holdings, LLC
Local Leader: Abraham Wright
Purpose: To maintain stability and order. The status quo is good for business after all...
Species Allowed: Vampires of the Cainite Lineage, Like minded Vampires of other Lineages, Like minded (i.e. Business) mortals
Ranks: Chairman Wright -> CEO/COO/CFO -> Board of Directors -> Associates -> Interns
Initiation: A suitable "donation," and "corporate training."
Summary: Abraham was born a slave, but freed before turning 15. He headed West to make a fortune and by the time he was 25 he owned his own business, catering to the Black Hills Gold Rushers. Knowing that it was only a matter of time before that income dried up, Abe looked further west to the North Pacific coast. A hunch led him to use his profits to buy land up and down the coast for hotels. Moving to Portland, near the center of his string of locations, Abe finally caught the attention of his sire. Having become a Cainite, Abe proved his worth a decade later when the Yukon Gold Rush made him immensely wealthy.

As the decades rolled by, Abe rose higher and higher in the ranks of the local Cainites as his small empire made him increasingly wealthy. Finally, in the late 1960s he made a power play and replaced his own sire as the de facto leader of the Cainites around Portland, a position only bolstered by his minor influence in the territories of other Nests from N. California to Vancouver. Since then, he has taken on the role of "den mother" of the local Cainites and even other Vampiric Lineages through his role as Vampire Representative in the Accord.

Conspiracy Name: The August Order of the Cascades
Local Leader: Zongdu Yǒngyuǎn Chángshòu
Purpose: Represent the Jianshi
Species Allowed: ONLY Vampires of the Jianshi Lineage
Ranks: Zongdu (Governor) -> Advisors (3) -> Vassals
Initiation: Jianshi of the Lineage are accepted as Vassals (members) automatically, independent Jianshi caught in the area are forced to accept joining the Lineage or are executed.
Summary: The Jianshi have been seeking to expand their empire since their Founder established his brood and the Western United States has proven fertile ground for this seizure of territory. While local Western Vampires often lay claim to these places but are seen as unorganized barbarians by the Jianshi, whose organization and singular loyalty tend to prove this as accurate. The Cascades territory has proven a partial success, as the Jianshi carved out a significant presence in the late 1800s, but due to political necessity has been forced to cede the territories of other Lineages across the city. While they are required by practicality to allow this, they still seek to claim weaker territories and new developments whenever possible which makes them a powerful and influential force in Vampiric politics in Portland.

WEREWOLF CONSPIRACIES

Conspiracy Name: The Cascades Grand-Pack
Local Leader: N/A
Purpose: Defend the Cascades Grand-Pack territory from other Grand-Packs
Species Allowed: ALL Werewolves are assumed members in the territory unless specifically denied
Ranks: N/A
Initiation: Announcement of intent-to-join made to a local "Board Meeting" of the pack where it is put to a vote. If the vote passes, membership is granted.
Summary: In the early 1980s, the Pacific North Grand-Pack and the Jefferson Grand-Pack had already been fighting each other for territory for over a century. The two had started their territories far from each other, but as they grew their territories grew closer and eventually came into conflict over the central Oregon region. Throughout the 60s and 70s the fighting had grown increasingly violent and leading to a surprisingly deadly fight in 1978. The violence shocked even the aggressive people of the Werewolves and peace talks began shortly thereafter. Eventually, it was decided to merge the two packs to form one of the biggest Grand-Packs in North America. To this day, the Cascades Grand-Pack claims membership of all Werewolves living in the territory from Northern California to Central Washington and is a considerable political force in the Western United States (respected even by other Supernatural groups for their influence).

WYRDLING CONSPIRACIES

Conspiracy Name: Red Hat Society
Local Leader: Edith Kroker
Purpose: To locate and assist freshly created/returned Wyrdlings, provide shelter until Glamour settles, find jobs and homes for them so they can sustain themselves in society
Species Allowed: Wyrdlings and sympathetic individuals of any species.
Ranks: N/A
Initiation: A desire to help Wyrdlings is the only requirement
Summary: Founded in the 1960s, the Red Hat Society was responding to a need. They saw Wyrdlings, freshly returned, wandering the streets without a Glamour. Even when they could again look human, most Wyrdlings couldn't get jobs and slept in the streets. The Red Hats were a group of Wyrdling women, well placed in society and with money to spare, who set out to fix things. SInce that time, they have constantly struggled to find fresh Wyrdlings and help them re-join society.

Conspiracy Name: The Lawn-Art Irregulars
Local Leader: Bogie
Purpose: A self-proclaimed "Rogue Art Combine," they seek to raise awareness of the "inhuman condition" and push for "expansion of what it means to be human."
Species Allowed: Wyrdlings and Mortals, Mages/Werewolves (rarely)
Ranks: N/A
Initiation: Must present a "piece" of art for "critique" along with the petition for membership, if approved they are considered a full member
Summary: Originally a product of the 90s grunge movement and its connected art community, the Irregulars were formed from a collection of artistically minded Wyrdlings that had grown tired of hiding their nature from mortals. While safety and sanity made overt revelation of the supernatural to humanity, the Irregulars knew that careful exposures to "Wyrdness" would desensitize mortals and open their minds to such creatures. Thus, through their art they seek to "prepare" humanity for the exposure of supernaturals to the wider world. In the meantime, they build their own little communes and artistic communities where they can "live free" and drop their Glamour without fear from the "prepared" mortals that live there.

NEUTRAL CONSPIRACY

Conspiracy Name: The Accord
Local Leader: N/A
Purpose: A forum to air complaints and solve problems between the various supernatural groups in Portland
Species Allowed: One representative from each group (Mage, Vampire, Werewolf, Wyrdling, Mortal)
Ranks: Representatives -> Pages
Initiation: Elected by respective groups or brought in as a page (support staff) to a representative
Summary: The oldest mixed-species organization in the Portland area, the Accord was formed shortly after the founding of the city. Since 1853, the Accord has insisted that every significant supernatural entity in the Portland area elect a singe representative to sit at The Accord. At times, this single-representative system has caused problems as in-fighting within a group leads to both sides claiming "exclusive authority" to elect said representative, but in such cases The Accord itself chooses which competing faction has said authority or chooses a comprimise candidate.

Ultimately, the Accord is the "highest authority" for settling disputes in the Portland area. Officially, all factions (from the largest to the smallest) that have an interest in the Portland area is required to acknowlege the sovereignty of The Accord and respect its decisions. Only rarely does a group argue against The Accord's descisions and even then typicaly do so by voicing a formal complaint through The Accord itself. These five individuals and their support staff are respected and control much in Wyrd (i.e. Supernatural) Portland by largely leaving the various species and their factions to police and govern themselves. The Accord only exerts its full control when a group proves unable to control itself or when the interests of two groups conflict in a manner that will likely end in disruption of The Accord's sense of Order.
